part a: someone proposes a policy where anyone is entitled to a free cancer screening every year. maybe treatment is included, maybe not.
part b: for every 10 screenings performed, a random kindergartener in the region is pulled out of their kindergarten class and executed.
after your initial shock, ponder:
question 1: is there any situation in which this is ok?
question 1a: if there is, at what frequency in part a or number in part b does it become ok? 20? 50? 1000? is there some other element that makes it ok?
